The Federal Government says it has considered the extra pressure that might be placed on the public health system by the changes to the Medicare surcharge levy.

Tomorrow’s Federal Budget will include plans to increase the levy threshold to $100,000 for singles, and $150,000 for couples.

The private health insurance industry and the Opposition say the move will drive up premium costs, and put more pressure on the public health system.

But Health Minister Nicola Roxon has told The 7.30 Report, the Government has taken into account the extra burden the changes might put on public hospitals.

“Of course we’ve considered that, and of course a key approach of the Rudd Labor Government is making sure that we do invest sufficiently in our public hospital system and we continue to support the private health sector,” she said.

“We think a modern country like Australia needs both a strong public and private health system.”

‘A good Labor budget’

Prime Minister Kevin Rudd says the Budget will be a “good Labor budget”.

He has outlined to Labor MPs the Budget’s four themes: good economic management during times of high inflation, looking after working families, investing for the future in areas of health, education and infrastructure and keeping last year’s election promises.

Mr Swan told his Labor colleagues he is proud of his first budget, but the test will come when he delivers it in Parliament tonight.

AMA anger over 2020 snub

AMA President Dr Rosanna Capolingua

Snubbed: AMA President Dr Rosanna Capolingua (File photo) (AAP: Mark Graham)

Australian Medical Association (AMA) president Rosanna Capolingua has accused health bureaucrats of trying to drive down the standard of health care in Australia, after she was excluded from Kevin Rudd’s 2020 Summit.

The heads of other peak medical bodies will be attending but, despite putting her name forward, Dr Capolingua has not been listed among the 1,000 delegates to the summit next month.

Dr Capolingua says organisers may have been frightened of what the AMA has to say about the quality of patient care.

She says it remains to be seen what outcomes the summit will deliver.

“The feelings that I have from administrators and bureaucrats across the country, from the states, is that they are trying to push down the standards of medical care in this country, and we must prevent that from occurring,” she said.

“We must make sure that Australian patients receive the very best, and that our health outcomes improve.

“If the AMA was represented at the 2020 Summit we would make it very clear to all the other attendees that we have this concern about the standard of medical care being pushed down in Australia.

“We would be inviting others to understand what the agendas are, and resist.”

Dr Capolingua’s predecessor as AMA head, Mukesh Haikerwal, has been invited to the summit. Other attendees in the health section include former AFL footballer James Hird and Winter Olympics gold medalist Alisa Camplin.

Tough penalties flagged for alternative health industry

Posted Fri Jan 4, 2008 2:10pm AEDT

The New South Wales Government says a new code of conduct will help stamp out unethical behaviour in the alternative health industry.

The draft code, to be introduced today, will cover all unregistered medical practitioners, including counsellors, massage therapists and naturopaths.

Health Minister Reba Meagher says the code of conduct will bring a greater level of accountability to the state’s health care workers.

“The introduction of a code of conduct will require unregistered medical practitioners to conduct themselves in an ethical and honest manner,” she said.

“If they fall short of that, the HCCC [Health Care Complaints Commission] will be able to take action against them, which may include precluding that practitioner from operating.”

Ms Meagher says conditions could also be placed on unethical practitioners under the code.

The draft code will be finalised in February.
